In 2012, on the same day the national PREA standards were released, President Barack Obama issued an executive memo ordering all federal agencies with confinement facilities — including immigration detention facilities — to adopt their own standards addressing sexual abuse. JDI played a pivotal role in ensuring that PREA covered all such facilities.
