Center for Health Justice empowers people affected by incarceration to make healthier choices and advocates for the elimination of disparities between prisoner health and public health. Center for Health Justice offers programs and services to both men and women in correctional facilities with a focus on prisoners who are infected with or at risk of acquiring or transmitting HIV and other sexually transmitted infections (STIs).

CPAF specializes in serving Asian and Pacific Islander individuals and families who have experienced domestic violence and sexual assault.  CPAF has a 24-hour, multi-lingual crisis hotline for immediate support, access to other CPAF services, and referrals.  Crisis counseling and case management services are available at the public Community Center.  CPAF also operates Emergency and Transitional Shelter Programs for individuals and families in immediate danger from domestic violence.

Transgender Community Coalition (TCC) began as TDoR Palm Springs in 2014 and is a certified 501(c)(3) non-profit organization. In the beginning, its purpose was to raise funds for the first Transgender Day of Remembrance Memorial Cenotaph Statue. Due to the strong demand by the local transgender, intersex, gender non-conforming, fluid, non-binary community we quickly outgrew our name of TDoR Palm Springs and became the largest transgender organization in the Inland Empire serving the needs of the local transgender community. Currently, we all work in compassionate volunteer positions in a wide range of social service, linkage to care, HIV/AIDS and PrEP education, youth, housing, employment and other supportive needs so this community can be empowered and reach their highest potential.

Through the Office of the Sexual Abuse in Detention Elimination Ombudsperson, the Office of the Inspector General is responsible for overseeing what happens inside California state prisons and ensures the impartial resolution of inmate and ward sexual abuse complaints. The ombudsperson has the authority to inspect all California Department of Corrections and Rehabilitation (CDCR) institutions and to interview all inmates and wards.

Write confidentially to the Office of the Inspector General (OIG) at the address above and be sure to mark the envelope “Legal Mail”. The OIG will contact officials at your prison to determine if a report of the alleged abuse has been made and to determine the status of the institutional investigation. Please note that your identity – and that of the alleged perpetrator(s) – likely will become public once the OIG gets involved.

The OIG investigates reports of the mishandling of incidents of sexual abuse within correctional facilities and may be able to provide assistance to prisoners who have been victims of sexual abuse, including transfer to another facility in some cases.

The American Civil Liberties Union (ACLU) of Southern California defends the civil rights and civil liberties of Southern Californians. Through advocacy, public education, and litigation, the ACLU works to ensure that a basic standard of care is provided to prisoners. ACLU also works to decrease the community’s overreliance on mass incarceration by advocating for alternatives to incarceration and discharge planning to help reduce recidivism.

The ACLU Foundation of Southern California is the court-ordered monitor of conditions of confinement and medical services within all Los Angeles County Jail facilities.”Conditions of confinement” refers to allegations of violence — including sexual assault — and retaliation; beds; change of clothing; food; meals; classification of gay, bisexual, and transgender inmates; recreation; showers; telephones; overcrowding; commissary; protective custody; religious services; mail; and other similar issues that may arise during incarceration in the Los Angeles County Jail system.

People who have been detained in other jails, prisons, juvenile detention centers, and immigration detention centers who believe their civil rights or civil liberties may have been violated can also contact the ACLU for help.

Justice Now is the first teaching law clinic in the country solely focused on the needs of women prisoners. Interns and staff provide legal services in areas of need identified by women prisoners, including: compassionate release; healthcare access; defense of parental rights; sentencing mitigation; and placement in community-based programs.

Willing to represent/consider cases from: Individual cases are not accepted, but Justice Now can help women in jail and prison to navigate the state’s Compassionate Release program when there has been abuse and sexual violence against female inmates.

Legal Services for Prisoners with Children (LSPC) is a nonprofit organization with a history of over thirty years of working to restore rights of incarcerated and formerly-incarcerated people, release people from prison, and reunify people, families and communities during and after incarceration.

Willing to represent/consider cases from: LSPC does not have funding to provide individual legal assistance to prisoners, but does respond to hundreds of inquiries each month.
Legal assistance offered includes: LSCP will investigate cases of abuse, assault, and rape by conducting legal visits. LSPC can also provide information and referrals that are advocacy-related and may be able to help guide survivors through the litigation process. The Prison Law Office strives to improve the living conditions of people incarcerated in prisons, jails, and juvenile halls by providing free legal services. The Prison Law Office represents individuals, engages in class action and other impact litigation, educates the public about incarceration, and provides technical assistance to attorneys throughout the country.

Willing to represent/consider cases from: California state prisoners and parolees and people incarcerated in county jails and juvenile detention facilities. Assistance is generally limited to cases regarding conditions of confinement, including inadequate medical and mental health care, disability discrimination, excessive force, sexual abuse, and other violations. All issues concerning individual prisoners and prison conditions should be sent via mail. Collect calls from prisoners who are not already clients are not accepted.
Legal assistance offered includes: Free legal services to California and some Arizona state prisoners, people incarcerated in certain California jails and juvenile halls, and occasionally to California state parolees. Self-help and informational materials are also provided free of charge. Prisoners can also order the California State Prisoners Handbook, which discusses in detail the laws governing prisoner rights and the policies and practices of the California Department of Corrections and Rehabilitation.
Fees: Legal assistance is provided free of charge. The California State Prisoners Handbook costs $40 for prisoners, parolees, and their families.
